Used correctly, this is a great way to boost the of the entire crew. Announce ahead of time where you'll be holding a speech so people have time to gather. (Just watch out for Mush with Grenades...)

Motivational Speech costs 2 , can be repeated freely, and gives 2 to everyone present in the room.

Gagged does not affect this skills ability to make Motivational Speech.
