Paola's starting skill. Taking this skill means the 
Communications Officer spends more time decoding database entries, and less time waiting for the crew to help them connect to Sol.
Then again, the connection does not break that often (2-4 times unless someone is dumb enough to use the 
Microwave) and is re-established with relative ease after the initial setup, so the total amount of 
this saves is not as great.
Certainly not enough to compare with 
Logistics Expert, which grants the crew up to 8 every day.
