Fuel, you need to directly click on a Fuel Capsule you're carrying: the combustion chamber can only be used to unload Fuel.
The amount of fuel in the combustion chamber corresponds to the distance that will be traveled when the Error creating thumbnail: Unable to save thumbnail to destination
Commander moves the ship. Only 1 fuel is needed to leave orbit or to run away from hunters, putting any more inside would be a waste.
