Organic Waste is the remainders of a character whose player is sanctioned for breaking the rules. The character is impromptu quarantined by NERON, which basically means they suddenly explore into a heap of flesh. A number of Organic Waste spawns in the room the character had been before.
Due to the consumable's heavily 
-crippling effect, it's advisable to be eaten only by characters who generally don't have to worry about much, such as 
Derek (since he can re-fill his gauge once using his 
First Time trait) and those with 
The Optimist. As it only provides 1 more than a Rebel Base-boosted 
Cooked Ration, while generating considerably more 
(and therefore allowing you to eat less consumables in a given time frame), it is generally not worth consuming at all.
