after each failed action. Obviously most effective with cheaper tasks that have a high chance to fail, like shooting turrets, repairing equipment, or extinguishing fires.
As such, it definitely outshines Roland's 
Firefighter ability (researches aside), as it is a lot more useful all around, and will also come in handy to make his main job more efficient.
Stephen can probably make the most of it when he uses 
Apprentice (or a book) to become a 
Technician. Though it is also a helpful in combat, especially in combination with 
Solid.
