Looks like MT screwed up once again, and the skill is actually 
Private. I had both the Comms Terminal and research Lab Break on a ship without announcement, both under watchful cameras, and a Mush confirmed that he could use it wherever the hell he liked. - Way to completely obsolete both 
Saboteur and 
Nimble Fingers.

- Even the new
Defacer is not worth using if you can just break any cams instead...
That has been fixed, cameras detect being slimed by now.
