I don't really think so; it's part of the ship starting rulesets, but not really a mechanic in and out of itself, or something that needs to be constantly explained. It should probably be linked from other articles instead, using the {{Main|Neutral Play}} template at the beginning of a section. Though, a link in the Meta-Game menu could also work.
