The possibility of a small planet having O2 or hydrocarbon deposit without any hazards makes scanning smaller planets likely the most efficient use of the scanner's AP. By contrast, investing many APs into a large planet which then ends up having a Mankarog is a gigantic waste. The 2AP spent discovering a planet is spent before its size is revealed, meaning that it does not play into the efficiency at all.
